BPPA begins field-level consultations on public procurement

The Bangladesh Public Procurement Authority (BPPA) has begun field-level consultations with stakeholders across districts and upazilas as part of its efforts to revise the Public Procurement Rules (PPR), 2008.
On 7 August 2025, two consultation workshops were held in Rangpur Sadar and Saidpur upazila, bringing together representatives from procuring entities, tenderers, bankers, and civil society organisations. The aim was to gather feedback and recommendations from the grassroots level to inform the revision process.
Md Kamal Uddin, Secretary of the Implementation Monitoring and Evaluation Division (IMED) under the Ministry of Planning, attended the events as the chief guest. SM Moin Uddin Ahmed, Chief Executive Officer (Additional Secretary) of BPPA, was present as a special guest.
In Rangpur, the workshop was held at the conference room of the deputy commissioner's office, with DC Muhammad Rabiul Faisal presiding. Md Ashraful Islam, additional divisional commissioner (revenue), attended as a special guest.
Speaking at the event, IMED Secretary Md Kamal Uddin stated that the Public Procurement Act (PPA), 2006, had already been amended, necessitating a revision of the PPR, 2008. "We are working on this through consultation with all stakeholders, and these field-level workshops are crucial to ensure inclusive input," he said.
BPPA CEO SM Moin Uddin Ahmed welcomed participants and shared details of proposed revisions to the rules. "Given the number of suggested amendments, it may be more prudent to formulate a new PPR, 2025, with formal approval," he noted.
He also highlighted changes brought by the amended PPA, 2006, including the mandatory use of the electronic government procurement (e-GP) system. Any manual procurement, even for a limited period, now requires prior approval from the BPPA.
Shah Eyamin-Ul Islam, Director (Deputy Secretary) of BPPA, presented the proposed amendments, while Muhammad Hafizur Rahaman, Senior Programmer at BPPA, delivered a presentation on e-GP.
The Bangladesh Center for Communication Programs (BCCP) managed the workshops. BPPA also plans consultations in three more districts and three hospitals.
BPPA has already held consultations with the Technical Working Group (TWG), selected public sector organisations (SPSOs), national procurement trainers, and representatives from the relevant ministries. Further consultations are scheduled with tenderers and women entrepreneurs.
BPPA aims to complete the inclusive and comprehensive revision process within two months. The Public Procurement (Amendment) Ordinance 2025 was published on 4 May 2025.
