DSCC partners with B&F on waste-to-resource pilot at Matuail
Building on the ITMO (Internationally Transferred Mitigation Outcomes) Memorandum of Understanding signed between the governments of Bangladesh and South Korea in June 2024, Dhaka South City Corporation (DSCC) has signed a new agreement with South Korea-based B&F Company Limited to launch a pilot project at the Madhya Matuail Sanitary Landfill.
Following an initial survey and feasibility study on landfill gas extraction and recycling potential, the new memorandum of understanding was signed today by DSCC Chief Executive Officer, Md Zahirul Islam, and B&F Company Limited's representative, Park Chong-wan.
The pilot initiative—titled 'Sustainable Landfill Reclamation (SLR) through Landfill Gas (LFG) Extraction and 3R Resource Circulation Centre (RCC) Pilot Project'—will run for five years, with the option to extend up to ten. It aims to convert DSCC's daily waste stream into a zero-waste model within 15 years through recycling and resource recovery, in line with the Solid Waste Management Act 2021.
Under the agreement, DSCC will lease 4 acres of land at the Matuail landfill to B&F Company Limited for the project. The company will receive an average of 300 metric tonnes of solid waste per day for processing. All project expenses will be borne by B&F, with no financial involvement from DSCC. Once revenue is generated, DSCC will receive 20 per cent of the income.
The project will produce organic fertiliser, biogas, RDF, biofuel, raw materials for cement, and other usable by-products from solid waste. At the end of the contract period, the facility will be transferred to DSCC under the BOOT (Build–Own–Operate–Transfer) model.
Speaking at the signing ceremony, the DSCC Administrator stated: 'This agreement is a milestone in DSCC's technology-based and environmentally friendly waste management. It will reduce environmental and habitat risks while enabling waste to be used as a resource.'
DSCC Secretary, Md Nasim Ahmed; Chief Waste Management Officer, Air Commodore Md Mahabubur Rahman; and other senior officials were present at the event.
