How medical admission exam papers leaked

The CID has identified 50 out of 200 members of the nationwide racket

Abdus Salam–a machine operator at the Directorate General of Health Services (DGHS) press at Mohakhali–and his cousin Jasim Uddin Bhuiyan Munna own two luxurious houses in Dhaka. They have amassed hundreds of crores of money in five years by leaking medical admission test questions.

They have around 200 members in a nationwide syndicate which leaked medical admission test question papers from 2013 to 2018 from the DGHS press.

Crime Investigation Department (CID) officials told the Business Standard that they had identified 50 members of the strong syndicate formed by two brothers.

DGHS press source said Salam was suspended for allegedly leaking medical exam questions but high officials cancelled his suspension after a few months. Several influential officers of the DGHS are allegedly involved in the racket and have been sheltering Salam.

On the condition of anonymity, a press official told The Business Standard all the employees of the press perform their duties as per the schedule, but we noticed that Salam came to operate the press machine when medical admission test questions were printed though he was not assigned to do that.

The health directorate press has been printing admission question papers of medical and dental colleges since 1988.

Sumon Kumar Das, an additional superintendent of CID's cyber unit, told The Business Standard, "After primary interrogation, the mastermind of the racket, Jasim, revealed a lot of information. We have got many names who are involved in the racket. After justifying the information CID will arrest those members."

How the medical admission exam question papers were leaked: 

According to Jasim Uddin, the racket started leaking medical exam questions in 2013. One day before the medical admission test, Salam collected the question paper from the DGHS press during printing. Then he provided the question paper to Jasim.

Jasim photocopied the question paper outside. Later, Jasim called other members and they gathered at Proshika Mor in Mirpur area. After discussions, the racket members supplied the question paper, through messenger, to affluent students in exchange for an agreed amount of money.

The question papers were leaked from the press time and again. Taking the illegal help from the racket hundreds of less meritorious affluent students gained admission to various medical colleges. The gang shattered many dreams of talented students.

The identified individuals: 

Jasim and his cousin Salam are the masterminds of the gang. The rest of the members are: Parvez Khan, Jakir Hossen Dipu, SM Sanwar Hossen, Jamiul Zafar, Alamgir Hossen, Shlehin, Aktaruzzaman Khan, Abdus Salam Khan, Rashed Khan, Sharmin Ara Jesmin, Mohimenul Islam Badon, Mohammad Moyez Uddin, and Radonur Rahman Shovon.

On Thursday, during a press briefing after arresting four members of the gang – the kingpin of the gang Jasim Uddin Bhuiyan Munna, Parvez Khan, Jakir Hossain Dipu and Samiul Zafar – the CID said, "Admission test question papers of medical colleges and universities have been leaking from the health directorate press every year. Several influential officials of the DGHS are involved in the question paper leaks."

The CID recovered: 39 bank cheques for Tk2.65 crore, savings certificates worth Tk2.27 crore, 14 mobile phone sets, three cars, and Tk50 crore cash from their possession. 

In 2017, CID initiated an investigation about a Dhaka University admission test question paper leak. After completing the investigation, CID submitted the charge-sheet against 125 people.  
Among the 47 members arrested in the case, 46 accused confessed before the court about their involvement in the admission question paper leak. Some clues from the investigation helped the CID to make the latest arrests.
