What would happen if all billionaires were removed from the Earth?

Suppose all billionaires were suddenly removed from the world. Or a rule was made where no one could have more than a billion dollars in wealth; and the excess wealth was distributed to ordinary people. What would happen then? Would our institutions improve at all, or would we lose the world's best investors and innovators?
