Putin blames the West for the war
Putin made the remarks at the Shanghai Cooperation Organization (SCO) summit in Tianjin, China, where he also met with Chinese President Xi Jinping and Indian Prime Minister Narendra Modi. Putin also thanked China and India for their help in resolving the Ukraine crisis. However, Western countries have accused the two countries of propping up Moscow's war-torn economy by buying Russian oil.
