Nepal’s climate test: What an earlier adaptation push could have changed
Nepal’s growing exposure to floods, landslides and glacial hazards highlights the cost of delayed adaptation. An earlier, better-funded Global Goal on Adaptation could have strengthened the country’s early warning systems, infrastructure and local resilience
Nepal has become a global symbol of climate vulnerability. From devastating floods and landslides in mountain communities to glacial lake outburst risks and increasingly erratic monsoon patterns, the country faces a growing disaster burden. While Nepal has made notable progress in disaster preparedness and climate policy, recent disasters show that adaptation efforts continue to lag behind the scale and speed of climate impacts.
The Global Goal on Adaptation (GGA), established under the Paris Agreement and advanced through the UAE Framework for Global Climate Resilience, was designed to address precisely these gaps. Had robust GGA targets and indicators been agreed, financed and implemented earlier, Nepal could have been better prepared to reduce disaster losses and protect vulnerable communities.
The GGA aims to strengthen adaptive capacity and resilience while reducing vulnerability to climate change. Unlike mitigation, which focuses on reducing greenhouse gas emissions, adaptation seeks to help communities cope with the impacts of a changing climate. For countries such as Nepal, adaptation is not a future necessity but a present development imperative. Stronger adaptation systems can translate directly into lives saved, infrastructure protected and livelihoods preserved.
One of the most significant benefits of an earlier operationalised GGA for Nepal could have been stronger early warning systems. Many floods and landslides have affected remote communities where timely information and evacuation mechanisms remain inadequate. Global adaptation targets focused on universal early warning coverage could have helped mobilise greater investment in weather monitoring stations, community-based alert systems and digital forecasting technologies. Earlier warnings would have given households, schools and local governments more time to act before disasters struck, potentially reducing casualties and economic losses.
A second area is climate-resilient infrastructure planning. Nepal's mountainous terrain makes roads, bridges, hydropower facilities and settlements particularly vulnerable to extreme rainfall and landslides. If GGA targets had encouraged systematic climate-risk screening of public investments, infrastructure projects could have been designed and maintained to withstand increasing climate risks more effectively.
The GGA could also have strengthened local adaptation planning. Nepal has pioneered local adaptation plans of action, yet implementation remains constrained by limited resources and technical capacity. Clear global adaptation benchmarks, backed by predictable financing, could have provided municipalities and provincial authorities with greater support to translate local plans into action.
Another critical area is climate finance. If ambitious GGA indicators had been accompanied by stronger commitments from international partners, Nepal could have had access to larger and more predictable flows of adaptation finance. This would have been particularly important for local governments, which often face the consequences of climate-related disasters while having limited fiscal and technical capacity to prepare for them.
Ecosystems also have an important role to play. Forests, wetlands and watersheds can act as natural buffers against floods, erosion and landslides. Integrating ecosystem-based adaptation into development and land-use planning could therefore help Nepal address disaster risks while protecting natural systems that communities depend on.
The central lesson is that adaptation cannot remain a long-term ambition. Had comprehensive GGA targets, indicators and financing arrangements been operationalised earlier, Nepal could have entered recent disasters with stronger preparedness systems, more resilient infrastructure and better protection for vulnerable communities. The evolving GGA framework now offers an opportunity to turn those lessons into concrete national action.
What Nepal should do now
Nepal should develop national GGA indicators that are closely aligned with measurable disaster-risk reduction outcomes. These indicators should not remain standalone climate targets; they should be integrated into national development planning and linked to clear responsibilities for federal, provincial and local governments.
Climate-risk screening should also become a standard requirement for public infrastructure projects. Roads, bridges, hydropower facilities, settlements and other major investments should be assessed against current and projected climate risks before construction and periodically throughout their operational life. This would help ensure that infrastructure spending does not inadvertently create new vulnerabilities.
Nepal should also expand multi-hazard early warning systems nationwide, with particular attention to remote and high-risk communities. Investments in weather monitoring, forecasting, communication networks and community preparedness should be accompanied by clear evacuation protocols and regular drills so that warnings lead to timely action.
Greater financing for local adaptation is equally important. Municipalities and provincial authorities need predictable resources and technical support to implement locally identified adaptation priorities. A dedicated mountain resilience and glacial-risk management fund could further strengthen Nepal's capacity to address risks associated with glacial lakes, mountain ecosystems and climate-induced hazards.
At the same time, ecosystem-based adaptation should be integrated into land-use planning. Protecting forests, wetlands, watersheds and other natural systems can complement engineered infrastructure and reduce exposure to floods, erosion and landslides. Such measures should be incorporated into development decisions rather than treated as separate environmental initiatives.
Social protection must also form part of Nepal's adaptation strategy. Climate shocks disproportionately affect households with limited assets and income security. Strengthening social protection systems and ensuring that support can be scaled up rapidly after disasters would help vulnerable households recover without falling deeper into poverty.
Finally, Nepal should strengthen climate-data sharing and regional cooperation. Better access to reliable climate and hazard data can improve risk assessment, early warning and infrastructure planning. Cooperation with neighbouring countries is particularly important for managing risks that cross national borders, including river floods and glacial hazards.
The GGA is still evolving, but Nepal does not need to wait for every global mechanism to be finalised. The country can use the framework to accelerate investments and reforms that are already essential to its development. For Nepal, the question is no longer whether adaptation is necessary, but how quickly it can be turned into practical resilience.
