Field level staff won't stay in same position over 3yrs: Land ministry

Land ministry has issued a notification saying that field level employees will not continue at the same workplace or position or department over three years.

The ministry issued the circular yesterday (13 November) regarding transfer of employees of the Land Revenue Administration and Land Records and Survey Department at the union, upazila, district and divisional levels who were at the same workplace for more three years.

According to the notification, it is essential to ensure uninterrupted, people-friendly and harassment-free land services for all citizens.

"To this end, the interim government has taken various steps to modernize land management and simplify the service delivery system. These services are being provided through government employees," it said.

It is observed that some employees have been working at the same workplace for a long time.

In order to establish transparency, efficiency and accountability in the land-related services at the field level avoiding public sufferings and harassment, the ministry seemed that transfer of employees (10th to 20th grade) working at the same workplace for a long time from the present workplace to another will be appropriate.

The circular further stated that employees, under the Land Revenue Administration and Land Records and Survey Department at the union, upazila, district and divisional levels under the ministry, who have been working for a long time at the same workplace, must follow four guidelines when transferring from their workplace to another.

The guidelines include provide opportunities for employees of the Land Revenue Administration and Land Records and Survey Department at the field level to work on all levels in phases.

If an employee was transferred to another place or inter-district before stipulated time due to physical illness or decline of moral integrity or specific or logical reason, then deputy commissioner and as case basis, divisional commissioner should submit a report behind the reason for the transfer to the Ministry of Land as soon as possible.
