S. M. Moin Uddin Ahmed appointed CEO of Bangladesh Public Procurement Authority

S. M. Moin Uddin Ahmed, Additional Secretary to the Government, has officially assumed the role of Chief Executive Officer (CEO) of the Bangladesh Public Procurement Authority (BPPA) on 29 June 2025.
With over 30 years of service in the Bangladesh Civil Service (Administration), Mr Ahmed brings extensive experience in public administration, financial management, and reform initiatives. He previously served as Additional Secretary at the Energy and Mineral Resources Division and held various key positions, including Joint Secretary at the Ministry of Public Administration, General Manager of the Bangladesh Forest Industries Development Corporation, and Secretary to the Land Appeal Board.
Mr Ahmed played a pivotal role in advancing Bangladesh's public financial management reforms while serving in the Finance Division. He contributed to the nationwide implementation of the Integrated Budget and Accounting System (iBAS++), formulation of the Budget and Accounting Classification System (BACS), and automation of pensions and salary payments.
He also worked on lien as Programme Executive and Coordinator of the SPFMS programme under the Finance Division, and earlier as Additional Programme Director of the Public Expenditure Management Strengthening Programme (PEMSP).
Beginning his civil service career in 1993, Mr Ahmed has also served as Assistant Commissioner, Senior Assistant Commissioner, Upazila Nirbahi Officer, and Metropolitan Magistrate in Dhaka.
A native of Natore, he holds a bachelor's degree from Bangladesh Agricultural University, an MBA from Khulna University, a Master's in Governance Studies from Northern University Bangladesh, an MPP from GRIPS, Japan, and an MPSM from BRAC University.
He has participated in official visits and training across countries including India, Malaysia, Thailand, Vietnam, Japan, Saudi Arabia, Australia, New Zealand, Algeria, and Germany.
