BPPA appoints new Secretary

Demonstrating distinguished leadership in public procurement, S. M. Moin Uddin Ahmed, Chief Executive Officer (Additional Secretary) of the Bangladesh Public Procurement Authority (BPPA), has been promoted to Secretary to the Government.
The government confirmed his promotion on August 28, 2025, with his posting as CEO of BPPA, a role he has held since June 29, 2025.
Moin Uddin Ahmed, a 1993 batch Bangladesh Civil Service (Administration) officer, has held senior roles including Additional Secretary (Energy and Mineral Resources Division), Joint Secretary (Ministry of Public Administration), General Manager (Bangladesh Forest Industries Development Corporation), Deputy Secretary (Technical and Madrasa Education Division), and Secretary (Land Appeal Board).
He has also served as Programme Executive and Coordinator for the SPFMS under the Finance Division, as Additional Programme Director for the PEMS Programme (2017-2019), and as Senior Assistant Secretary in the Finance Division (2007-2012).
In Public Financial Management reforms, he achieved significant milestones. He led the implementation of iBAS++ nationwide, introduced the Budget and Accounting Classification System (BACS), automated the pension system, and pioneered electronic fund transfers (EFT) for government salaries. He also contributed to automating the National Savings Scheme.
As a national trainer on BACS, he delivered expert training at institutions such as the Institute of Public Finance, BIAM, FIMA, Police Staff College, NAPD, NIMC, RPATC, and TTTC. Notably, four of his research papers have been published in international journals, underscoring his professional impact.
During his career, he has also served in field administration as Assistant Commissioner (Land), Upazila Nirbahi Officer, and Metropolitan Magistrate in Dhaka.
Hailing from Natore, he holds a bachelor's degree from Bangladesh Agricultural University (1990), an MBA from Khulna University (2006), a Master's in Governance Studies from Northern University Bangladesh (2010), a Master of Public Policy (Macroeconomic Policy Programme) from the National Graduate Institute for Policy Studies (GRIPS), Japan (2013), and a Master of Procurement and Supply Management (MPSM) from BRAC University (2024). He has taken part in professional visits across Asia, the Middle East, Oceania, and Europe.
