NAGAD appoints new Executive Director
Md Motasem Billah, administrator of Nagad, has been appointed executive director—the highest regular post at Bangladesh Bank.
Bangladesh Bank confirmed the promotion via an official order on Thursday.
Prior to his appointment as administrator of Nagad in February 2025, Billah served as director, Banking Inspection Department, at Bangladesh Bank's Chattogram office.
Joining Bangladesh Bank in 1999 as assistant director, Billah has held senior roles across core departments, including Banking Inspection, Central Bank Strengthening Project, Financial Sector Support Project, Offsite Supervision, and Payment Systems, over a 27-year career.
He played an instrumental role in modernising the national payment ecosystem, spearheading initiatives including the TakaPay national card scheme, NPSB migration, the Cashless Bangladesh programme, and Bangla QR rollout.
Under the Central Bank Strengthening Project—a World Bank and Government of Bangladesh collaboration—he significantly advanced the bank's IT infrastructure, human resource capacity, and business process re-engineering.
As administrator of Nagad, Billah drove organisational transformation, expanding service scope and quality and accelerating business growth. Within a year, transaction volume nearly doubled, accompanied by marked technological progress.
Billah holds a BBA and MBA from the University of Chattogram and a master's in development studies from the University of Dhaka.
He has participated in several international training programmes, seminars, and workshops on banking regulation, project management, business process re-engineering, and digital payments.
