TIB for ensuring CAG office's efficiency in Public Audit Bill-2024

The Transparency International Bangladesh has proposed a provision ensuring the priority and effectiveness of the Office of the Comptroller and Auditor General of Bangladesh (CAG) in the draft for "Public Audit Bill-2024".
The think-tank has made five recommendations regarding the draft bill for consideration of the interim government.
These include a provision for auditing the national revenue collections in accordance with applicable laws, rules and procedures by the auditor general, and as proposed by the Finance Division, ensuring accountability regarding overall cooperation in this regard, including information by the relevant employees of the audited organisation.
It also proposed for inclusion of impartial experts from relevant sectors and civil society representatives in the independent supervisory committee formed by the CAG.
The committee will have to make the report public, and submit it to the Public Accounts Committee of the National Parliament, it said.
The jurisdiction of the CAG in appointing and managing its manpower has also been recommended.
TIB Executive Director Iftekharuzzaman said a significant factor contributing to the worsening tax-to-GDP ratio in Bangladesh is the prevalence of collusive tax evasion. "To overcome this, it is essential to include revenue assessment in the audit."
TIB expresses hope that the interim government will arrive at sound decisions concerning the issue, without yielding to any unethical demands or pressures.
