Jionex to launch 'Shapla one stop service' to revolutionise citizen service sector in Chattogram

In a major stride towards modernising public services in the country, technology company Jionex is set to launch the "Shapla OSS" (One Stop Service) project to revolutionise the citizen services sector in Chattogram.
With the introduction of a new chapter in tech-driven governance, Jionex has partnered with Chattogram City Corporation (CCC) under a Public-Private Partnership (PPP) to roll out the project.
The initiative aims to eliminate the long-standing challenges faced by citizens in accessing government services—such as delays, corruption, reliance on intermediaries, and bureaucratic inefficiency. Under the new system, all essential services will be available both online and at offline branches, simplifying access for all. The project is fully funded and operated by Jionex, without any external aid or government grants, according to a press release.
Services such as birth and death registration, citizen certificates, holding tax, trade licenses, and other city corporation services and payments will be streamlined through Shapla OSS. The entire system will run on GovFlow technology, a robust and internationally proven platform already in use in cities like Dubai and Singapore.
The official signing ceremony for the PPP agreement was held on 17 March, attended by Dr Shahadat Hossain, mayor of Chattogram City Corporation; Sakhawat Zisan, CEO of Jionex; Umar Mars, CTO of Jionex; and other senior officials from both organisations.
Mayor Dr Shahadat Hossain expressed optimism about the impact of Shapla OSS, stating, "This platform will save people time and money. It will restore trust in government services. From birth registration to trade licenses and bill payments—everything will now be at citizens' fingertips."
Jionex CEO Sakhawat Zisan added, "Although we are starting from Chattogram, we plan to expand nationwide. This is how the culture of public service in Bangladesh will change. This is how the country will change."
With the launch of Shapla OSS, Chattogram moves one step closer to a more transparent, efficient, and citizen-friendly model of governance.
