Govt to allocate Tk593cr for July uprising martyrs, injured in FY26 budget
Martyrs’ families and those injured currently don’t receive monthly allowance

The government is set to allocate Tk593 crore under the social safety net programme in the upcoming fiscal year to provide monthly allowances and one-off financial grants to the families of martyrs and those injured during the July-August uprising.
According to finance ministry officials, Tk206.61 crore will be spent on monthly allowances, while the remainder will be used for one-time grants.

Families of martyrs and those categorised as severely injured (Category A) will receive Tk20,000 per month. Category B injured will receive Tk15,000 monthly, while Category C injured will receive Tk10,000.
At present, the martyrs' families and those injured do not receive any monthly allowance. In contrast, Freedom Fighters of the Liberation War are entitled to Tk20,000 per month under the government's social safety net scheme.
The move to introduce monthly honorariums was announced by Liberation War Affairs Adviser Farooq-e-Azam during the Deputy Commissioners' Conference held in February this year.
The Ministry of Liberation War Affairs had sought Tk637.80 crore from this year's budget – Tk247.80 crore for one-time Tk30 lakh grants to each families of the martyred, and Tk390 crore for treatment and rehabilitation of the injured.
In December, the finance ministry approved Tk232.60 crore and said the rest would be allocated in the next budget. It also instructed that the funds be used only for one-time grants.
Later, at a meeting held at the Chief Adviser's Office, it was decided that, alongside one-off grants, monthly honorariums would also be provided under the social assistance scheme.
Acting on this decision, a formal budget proposal was submitted to the Cabinet Secretary and Finance Secretary on 23 April, seeking Tk593.21 crore for the fiscal year 2025-26.
Beneficiaries
According to officials, there are currently 834 gazetted July uprising martyr families. In the current fiscal, Tk82.60 crore has been allocated to provide Tk10 lakh to each of 826 families, with an additional Tk80 lakh needed for the remaining eight families.
In the upcoming budget, Tk166.80 crore has been earmarked to provide an additional Tk20 lakh to each family of the martyred.
The recognised injured from the uprising include 493 individuals in Category A; 908 in Category B; 10,642 in Category C; and 7,000 students and civilians in Category D. In addition, there are 2,416 injured individuals who have not yet been categorised.
In the current fiscal year, Tk125 crore was allocated for treatment assistance, with Category A injured receiving Tk2 lakh each, Categories B and C receiving Tk1 lakh each, and Category D receiving Tk50,000 each. A further Tk25 crore was allocated for domestic and overseas medical treatment.
In the FY26 budget, Tk139.37 crore will be allocated for grants to the injured. Each Category A injured individual will receive Tk3 lakh, Category B injured will receive Tk2 lakh, and Category C injured will receive Tk1 lakh.
The upcoming budget also includes Tk32 crore for monthly honorariums for martyrs' families and Category A injured at Tk20,000 per month. Category B injured will be supported with Tk15,000 monthly from an allocation of Tk16.34 crore, while Category C injured will receive Tk10,000 monthly from an allocation of Tk127.70 crore.
For the 2,416 uncategorised injured, half will be treated as Category A and awarded Tk3 lakh each, while the rest will be treated as Category B and receive Tk2 lakh each. The total allocation for this support stands at Tk60.40 crore. Monthly honorariums for this group will require an additional Tk50.73 crore.
