ACC finds 91 pay orders files withheld at Rajshahi regional education office due to 'no bribes given'

The Anti-Corruption Commission (ACC) has discovered 91 pending MPO (Monthly Pay Order) enlistment files during a raid at the Rajshahi regional office of the Directorate of Secondary and Higher Education (DSHE).
The raid was conducted this afternoon (30 April) based on allegations that Alamgir Kabir, deputy director of the college section at the office, does not process files without bribes.
According to the ACC, a total of 152 applications were submitted for new MPO enlistments.
Initially, the files were received by regional director Md Asaduzzaman, of which 47 were rejected for not meeting requirements.
The rest were sent to assistant director Almas Uddin, who forwarded them to Alamgir Kabir.
However, Kabir reportedly failed to send 92 of those files back to the director for final processing, despite only two days being allotted for the task.
Alamgir Kabir was absent during the operation and could not be reached over the phone.
There are longstanding allegations that no file related to MPO enlistment or transfer is processed without a minimum bribe of Tk1 lakh.
Earlier on 11 March, the ACC had found evidence of Kabir withholding 151 files at the same office.
"We repeatedly asked him to send the files on time, but he continued to stall using various excuses," said Md Asaduzzaman, regional director of the DSHE.
Amir Hossain, assistant director of ACC's Integrated District Office in Rajshahi, said, "We conducted the raid after receiving complaints that files were being withheld for bribes. We found proof that 92 files were not sent.
"Earlier, we also found 151 files had been withheld. A report will be sent to Dhaka for legal action," he added.
