Advisers approve BPSC amendment, BNQF, Fisheries policies
Decisions also include Qatar military secondment pact and Free Trade Zone groundwork.
The Council of Advisers on Monday (9 February) approved draft proposals for the Bangladesh Public Service Commission (BPSC) (Amendment) Ordinance 2026, the Bangladesh National Qualifications Framework (BNQF) Policy 2026 and the National Fisheries Policy 2026.
The decisions came at the council's 10th special meeting held at the Chief Adviser's Office, chaired by Chief Adviser Prof Muhammad Yunus.
Briefing reporters later at the Foreign Service Academy, Chief Adviser's Press Secretary Shafiqul Alam outlined the outcomes of the meeting.
The council also approved a proposal to ratify an implementing agreement between the Bangladesh Armed Forces and the Qatar Armed Forces on the deputation (secondment) of officers, military personnel and civilians.
In addition, advisers gave policy-level approval to recommendations submitted by the Bangladesh Economic Zones Authority (BEZA), based on a committee report on establishing a Bangladesh Free Trade Zone.
Explaining the BNQF Policy, Shafiqul said the framework aims to create a dynamic and inclusive national qualification pathway by clearly defining qualifications across general, technical and madrasah education at every level.
He said the policy seeks to establish an open and flexible system that supports lifelong learning through recognition of prior learning and credit transfers, boosts employability, and enables both vertical and horizontal mobility across institutions, sectors and countries.
The framework will also ensure national, regional and international recognition of qualifications, promote comparability of learning outcomes, and introduce clear entry and exit pathways between different education streams.
According to Shafiqul, the BNQF Policy will guide human capital development and help shape learners' education and career trajectories.
