Who will pay the 20 percent tariff?

The new US tariff policy has imposed a 35 percent tariff on goods imported from Bangladesh. Of this, 20 percent is a newly added countervailing duty and the remaining 15 percent was already in effect. Who will ultimately bear the burden of this additional 20 percent tariff?
