What message does Iran's apology and threat of attack send?

Iranian President Masoud Pajhwok apologized to his neighbors after retaliating against US and Israeli military strikes. But the country's powerful Islamic Revolutionary Guard Corps (IRGC) has warned its neighbors that it will continue to attack Iran if its soil is used to attack its neighbors.
