ULAB appoints Shamsad Mortuza as vice-chancellor
Professor Dr Shamsad Mortuza has been appointed vice-chancellor of the University of Liberal Arts Bangladesh (ULAB).
The Secondary and Higher Education Division of the Ministry of Education issued a gazette notification regarding the appointment on 16 February, 2026, with the approval of the President of the People's Republic of Bangladesh, chancellor of the university.
Professor Mortuza is currently a professor in the Department of English at the University of Dhaka. He previously served as pro-vice-chancellor of ULAB from 2018 to 2022, and also worked as a special adviser to the board of trustees.
He has taught in English departments at various universities for the past 32 years. He earned a PhD in English literature from Birkbeck, University of London, and is a Fulbright postdoctoral fellow at the University of California, Los Angeles (UCLA).
Professor Mortuza is the president of PEN Bangladesh and the Bangladesh Fulbright Alumni Association. ULAB said it expects the university to make significant progress in education, research and related areas under his leadership.
