JICA, BCC, BASIS sign MOU to advance ICT talent development
The Japan International Cooperation Agency (JICA), in collaboration with the Bangladesh Computer Council (BCC) and the Bangladesh Association of Software and Information Services (BASIS), organised the B-TopSE Seminar at the BCC Auditorium, ICT Tower, Agargaon, Dhaka, under the "Project for ICT Engineers Development for the Promotion of the ICT Industry and New Innovations (JICA-BCC-BASIS TCP)".
The seminar was held to mark the visit of three distinguished academicians from Japan's National Institute of Informatics (NII) — Professor Dr Honiden Shinichi, Founder of Japan's TopSE (Top Software Engineer) programme; Dr Tei Kenji, Associate Professor, Institute of Science, Tokyo; and Dr Doi Takuo, Specially-appointed Associate Professor, NII. Their visit signalled a new milestone in Japan–Bangladesh collaboration on software engineering education and ICT human resource development.
Modelled after Japan's acclaimed TopSE programme, Bangladesh Top Software Engineer (B-TopSE) aims to cultivate highly skilled software engineers capable of serving as "Super Architects" to lead complex, large-scale software projects. The initiative focuses on hands-on, industry-oriented training designed to enhance innovation and competitiveness in Bangladesh's ICT sector.
Mr Shoji Akihiro, JICA Expert and Chief Advisor of the JICA-BCC-BASIS TCP project, introduced the B-TopSE programme, followed by keynote speeches from Dr Honiden, Dr Tei, and Dr Doi, who shared insights on the future of software engineering education and the programme's long-term potential.
Special guests included Mr Ichiguchi Tomohide, Chief Representative of JICA Bangladesh Office; Mr Takahashi Naoki, Minister and Deputy Chief of Mission, Embassy of Japan; and Mr Shish Haider Chowdhury, ndc, Secretary of the ICT Division, who attended as Chief Guest. They underscored the value of sustained bilateral cooperation to upskill mid- to senior-level ICT professionals.
Mr Md Golam Sarwar, Director of BD-ITEC and Project Director of JICA-BCC-BASIS TCP, delivered the closing remarks.
The project continues its mission to develop advanced ICT engineers, foster innovation, and strengthen Bangladesh's competitiveness in the global technology landscape through sustained Japan–Bangladesh partnership.
