Secretariat employees to hold outreach campaign ahead of 2nd meeting on ordinance
They called upon staff members across the country to join and support the ongoing movement
Secretariat employees today (23 June) announced plans to hold outreach campaigns for 24-25 June to garner broader support for their ongoing movement demanding the repeal of the Public Service (Amendment) Ordinance 2025.
The announcement came yesterday as part of their continued protest programme against the ordinance.
The development followed a meeting held yesterday between a committee formed to review the Public Service Ordinance, and leaders of the Secretariat Officers-Employees Unity Forum.

The committee, headed by Law Affairs Adviser Asif Nazrul, met with forum co-chairmen Md Nurul Islam and Badiul Kabir, and Co-Secretary General Md Nazrul Islam. Energy Adviser Muhammad Faozul Kabir Khan, the Land Secretary, the Housing and Public Works Secretary, and officials from the Cabinet Division were also present at the meeting.
In a post-meeting statement, the forum said that representatives of the protesting employees conveyed their grievances to the committee, pointing to widespread discontent among government staff over the ordinance.
The forum said that the committee members agreed to further examine the concerns and will hold a follow-up meeting scheduled for 25 June.
Md Nurul Islam said there would be no work abstention or protest gatherings on 24 June. "Instead, we will hold outreach campaigns with employees of other government departments beyond the Secretariat," he said, adding that the goal is to build broader solidarity and momentum.
Echoing his remarks, co-chairman Badiul Kabir said the outreach campaign aims to strengthen coordination and forge a united front with organisations outside the Secretariat.
Despite the temporary pause in work abstention, forum leaders affirmed that the protest movement remains active. "We have not called off the movement," Nurul Islam stressed. "Our next course of action will be announced after the 25 June meeting."
The Public Service (Amendment) Ordinance 2025, issued on 25 May, allows the termination of government employees for four types of disciplinary offences through a show-cause notice, bypassing departmental proceedings.
Secretariat employees have been protesting the ordinance since its drafting stage.
After it was issued, they held rallies and short work stoppages, later submitting a memorandum to the advisers of the interim government.
In response to the protests, the government formed the review committee on 4 June, though it has yet to produce any formal recommendations.
