Starting 16 December, five categories of commercial land registration applications—including land purchase deeds—will no longer be accepted manually, Bangladesh Investment Development Authority (Bida) Executive Chairman Chowdhury Ashik Mahmud Bin Harun said today (14 september).
At the launching event of Bida's OSS platform expansion at the Investment Building, Agargaon, he said five major services of the Directorate of Registration —land purchase deed registration, lease agreements, Bayna deeds, land-related power of attorney registration, and copies of registered deeds—are now available on the Bida Online One-Stop Service (OSS) platform.
From 16 December onwards, these services of the Registration Department will no longer be provided manually, he added.
Bida expands OSS platform
Bida has taken a major step to enhance the investor experience by expanding its Online One-Stop Service platform, adding five new services from the Directorate of Registration.
At the event, Senior Secretary ASM Saleh Ahmed said that the land ministry has already digitised all its services and.
Secretary Md Liakat Ali Molla stressed the importance of proper fee disclosure to prevent harassment and eliminate intermediaries.
Manual processes to end in three months
The ministry has announced that, starting three months from now, key land and registration services—including land purchase deed registration, lease agreements, memorandum of understanding (Bayna deeds), land-related powers of attorney, and copies of registered deeds—will no longer be processed manually.
Chowdhury Ashik also said their progress will be reviewed over the next three months.
He also revealed plans to integrate all services of investment promotion agencies (IPAs), including Bida and Beza, onto a unified platform. By the end of this year, all IPA services are expected to be accessible through a single-window digital system, simplifying procedures for investors nationwide.
Addressing the event, Ashik Chowdhury emphasised that manual services must be phased out wherever digital options exist. "Digital services cannot be effective if manual methods continue in government institutions. Raising awareness among service recipients is also key to making digital services work," he stated.
Currently, the Bida Online OSS platform offers 137 services from 46 agencies, including 24 services directly provided by Bida. With the addition of five new services, the platform now hosts 142 services across 47 agencies.
