Govt issues new instructions regarding visa for foreign nationals ahead of national election
Existing visa policies must be strictly followed when issuing all types of visas, including visas on arrival, according to the order
The Government of Bangladesh has issued updated instructions regarding the issuance of visas, including on-arrival visas, for foreign nationals in connection with the upcoming 13th National Parliament Election and Referendum 2026.
The directive, released on 12 January by the Ministry of Home Affairs (Immigration Wing), sets out revised procedures and safeguards to manage the entry, stay, and departure of foreigners during the election period.
Visa approval requirements
All visa issuance, including on-arrival visas, must strictly follow the existing visa policy (as amended), and entry clearance will be subject to thorough document verification, according to the official notice.
Foreigners seeking entry must meet all standard eligibility requirements under Bangladesh's visa regulations.
Visa on arrival will be granted only when all criteria are met; authorities will have discretion to refuse entry if any condition is not satisfactorily fulfilled.
Election observers and special visitors
Foreign individuals travelling to Bangladesh for election observation or related activities may be considered for visa issuance based on recommendations or endorsements from the Election Commission or relevant authorities, the notice states.
In some cases, fees and special entry provisions may be adjusted as part of election-related arrangements.
Enhanced security measures
The Ministry of Home Affairs has mandated coordination between immigration authorities, law enforcement agencies, intelligence units, and airport and port officials to ensure proper monitoring and information sharing.
Foreign military or security personnel wishing to enter Bangladesh must obtain prior clearance from the relevant ministry.

All international entry points, including airports, seaports, and land borders, will operate under heightened supervision, and necessary cooperation among agencies has been emphasised to maintain public safety and electoral integrity.
The government's move aims to balance facilitating legitimate foreign participation during the election period while safeguarding national security and public order.
