Parliament passes bill to establish full-fledged public university in Bogura
The new law replaces the earlier plan for a science and technology university with a full-fledged public university in Bogura.
Parliament today (14 July) passed the Bogura University Bill, 2026, approving the establishment of a full-fledged public university in Bogura.
The new law repeals the Bogura Science and Technology University Act, 2001, which was enacted but never implemented.
Education Minister ANM Ehsanul Hoque Milon placed the bill in parliament with recommendations from the Parliamentary Standing Committee, which scrutinises draft bills and other legislative matters.
It was later passed by voice vote.
Under the new law, Bogura University will be established in Bogura district, offering education and research opportunities in science, life sciences, engineering, technology, arts, social sciences, law, business administration, agriculture, and medical sciences.
The university will run undergraduate and postgraduate programmes, along with MPhil, PhD, and postdoctoral research opportunities. Its academic and research activities will focus on modern technology, professional skills, innovation, and the needs of the economy.
The law also allows the university to offer short- and long-term courses related to industry, trade, society, and the economy through both online distance learning and campus-based education.
Earlier on 7 July, the education minister placed the bill in parliament, after which it was sent to the parliamentary standing committee for scrutiny.
According to the statement of objectives attached to the bill, the Bogura Science and Technology University Act, 2001, was published in the government gazette on 15 July 2001, but was never implemented.
As administrative and academic preparations for the proposed university are now underway, the government has decided to replace the earlier concept of a science and technology university with a comprehensive public university offering education and research across a broader range of disciplines, it also mentioned.
The bill was prepared to fulfil the government's commitment to establish a full-fledged university in Bogura, aiming to expand access to higher education, strengthen research, encourage innovation, and create skilled manpower in the region.
