Govt to form local-level committees for primary teacher transfers: Bobby Hajjaj
Upazila panels will meet monthly to review applications
The government has decided to form local-level committees to make the transfer process for primary school teachers more transparent, accountable and free from irregularities.
Under the new system, separate committees at the upazila, district, divisional and city corporation levels will review and settle transfer applications, State Minister for Primary and Mass Education Bobby Hajjaj said today (14 June) at the Validation Workshop on the Bangladesh Education Sector Analysis 2026, organised by the Global Partnership for Education (GPE) and Unicef at a hotel in Dhaka.
Bobby said teacher transfers had earlier become a source of syndicate control and corruption, causing harassment for teachers and affecting the quality of education.
"Prime Minister Tarique Rahman himself has looked into the matter," he said, adding that the Ministry of Primary and Mass Education had adopted a new policy to address the problem.
Under the policy, transfer applications of primary teachers will be handled at the local level instead of being dealt with centrally, he added.
The state minister said that at the upazila level, a four-member committee led by the upazila nirbahi officer (UNO) will review transfer applications.
"The committee will include the upazila primary education officer and the upazila secondary education officer," Bobby said.
The upazila committee will meet once a month to review applications submitted during that month and decide whether the transfer requests should be approved, he added.
Bobby said based on the committee's review, the upazila primary education officer will issue transfer orders.
Similar five- to six-member committees will be formed at the district, divisional and city corporation levels, according to a press release issued by the Ministry of Primary and Mass Education.
These committees will review transfer applications and issue transfer orders.
The additional director general of the Directorate of Primary Education, divisional commissioner and deputy commissioner will chair the city corporation, divisional and district-level committees respectively, the release said.
