Introduce guideline for using shackles on prisoners: HC
The High Court (HC) has issued a rule asking the authorities concerned why it would not introduce a guideline for the use of shackles on prisoners.
A bench consisting of Justice KM Kamrul Quader and Justice Mohammad Ali of the HC passed the order after hearing a writ filed in this regard on Monday.
On 24 January, Barrister Kayser Kamal, law affairs secretary of the BNP, had filed the writ petition challenging the legality of shackling political prisoners as they attended funerals or other social events while being out on parole.

The home secretary, law secretary, inspector general (IG) of police and the IG of prisons have been directed to respond to the rule within four weeks
Barrister Kayser Kamal told the media, "Recently, we have seen in newspaper reports that political party leaders and various persons in jail have been released on parole to attend the funeral of their close relatives. Those who were released on parole were brought to the funeral in shackles. This is inhumane. Even our constitution does not support it. For this reason, I have filed a writ challenging the legality of this."
