Bida to provide 13 more services through OSS

The Bangladesh Investment Development Authority (Bida) is set to incorporate 13 more facilities into its One Stop Service (OSS) portal to provide online services to investors in an aim to improve ease of doing business in the country.

At present, Bida provides 21 services of seven organisations, including project registration, through the OSS portal. Including the new ones, the investor services from 11 agencies will rise to 34 through the integrated OSS facility.

Under the 13 fresh electronic services, the land ministry will offer e-mutation, e-ledger and muted ledger. Rajuk will provide land use certificate, plan approval, large and specialised project certificate and land possession certificate.

The Environment Department will give position clearance, environment clearance and renewal and EIA approval while the DCCI will issue certificate of origin and membership certificate.

Among the already existing services, the name certificate is provided by the Registrar of the Joint Stock Companies and Firms while e-TIN services by the National Board of Revenue, online payment and remittance services by Sonali Bank and online NID verification facility by the Election Commission.

Besides, Security Services Division provides security clearance in favour of foreign nationals and Chattogram Unnayan Kartripakkha gives land use certificates online.

Apart from these, there are 28 more online services being integrated into the OSS portal.

On Sunday, the Bida signed separate memoranda of understanding (MoUs) with four agencies to integrate the 13 services anew at a programme in Dhaka.

The agencies are: Dhaka Chamber of Commerce and Industry (DCCI), the Ministry of Land, Department of Environment and Rajdhani Unnayan Kartripakkha (Rajuk).

Secretary of the Prime Minister's Office Md Tofazzel Hossain Miah was present at the event as the chief guest.

He said an investment-friendly environment should be ensured through the OSS.

"We should concentrate on ensuring world-standard services for both local and foreign investors at a lower cost and time through the use of technology," he added.

Bida Executive Chairman Md Sirazul Islam, who presided over the event, said the agency was working to provide maximum services to investors through the OSS by not only signing MoUs but also utilising the technology to the optimum level.

On September 16, 2018, the Bida signed a deal with Business Automation Limited in an aim to provide all kinds of services online to all local and foreign investors.

In light of the deal, the Bida launched the OSS portal on February 24 last year. It promised to provide more than 154 services of 35 organisations through the online platform in the future.

In the MoU signing ceremony on Sunday, Environment Secretary Ziaul Hassan, Land Secretary Md Muksodur Rahman Patwary, Housing and Public Works Secretary Md Shahid Ullah Khandaker and DCCI President Shams Mahmud also spoke.
