President Donald Trump says the US will "substantially reduce" joint military exercises with South Korea, citing their cost and what he calls an inappropriate hostile signal toward North Korea. The decision comes as Ulchi Freedom Shield is set to begin, amid recent North Korean missile tests and concerns from military experts over alliance coordination, deterrence and readiness.
