As the Russia-Ukraine war enters its fourth year, the central issue in all discussions about the possibility of a peace agreement is ensuring Ukraine's security. Ukrainian President Volodymyr Zelensky clearly understands that Ukraine is much weaker than Russia in military and economic power.
