CCCI seeks review of time limit for bill of entry submission

The Chattogram Chamber of Commerce and Industry (CCCI) has urged the government not to enforce the amendment fixing the five-day deadline for submission of bill of entry in the Finance Bill 2020.

Mahbubul Alam, president of the CCCI, on Tuesday sent a letter to Finance Minister AHM Mustafa Kamal regarding the matter.

By setting a five-day time limit for the bill of entry submission, an amendment was proposed in Finance Bill 2020 placed in the parliament on June 11 for the next fiscal year.

In the letter, Mahbubul urged the minister to review his decision to enforce the amendment in order to keep import trade of the country uninterrupted and to avoid any kind of complication.

In Finance Bill 2020, Article 10 (1V) of the third chapter of Section 79 of Customs Act 1979 is being amended, the letter also read.

After that, the bill of entry has to be submitted within five working days following the arrival of the imported goods in the port which will not be possible.

Ships from neighbouring countries usually arrive within five or six days, but the documents arrive later. In those cases, it would increase hassles for businesses.

"We take the necessary time for document submission during the export. So, it is not logical to set a five-day deadline for submission of the bill of entry," the CCCI president said.

He also said there are errors and inconsistencies in documents in many cases. So, more time is needed to correct it.
