Did Shakib's letter to BCB state he doesn't want to play Tests?

Bangladesh's ace all-rounder Shakib Al Hasan has been accused of not wanting to play Test cricket by the Bangladesh Cricket Board (BCB) director Akram Khan.
The BCB explained that Shakib wanted to play in the Indian Premier League (IPL) and skip the Test series against Sri Lanka, which coincides with the IPL.
However, in a recent interview, Shakib expressed that he thinks Akram Khan didn't read the letter he sent to the BCB.

According to Shakib, Akram has also repeatedly told the media that Shakib was not interested in playing Test cricket, which he explained was not true.
He explains that he didn't talk about not wanting to play Test cricket but rather he wanted to play the IPL to prepare himself better for the upcoming T20 World Cup in India.

With due respect I, Shakib Al Hasan, would like to state that we are scheduled to play T20 World Cup in India on the month of October 2021. This is a very important tournament for us. I believe taking part in the upcoming IPL will give me the best opportunity to prepare for this prestigious tournament. I understand that Bcb is planning to organise a tour in Sri Lanka at the same time when the IPL will take place.
In this circumstance, I would request you to allow me to participate in upcoming IPL and give me the best opportunity to prepare for the T20 World Cup.
