He was addressing a workshop titled "Power Generation and Regional Stability" at the Bidyut Bhaban in the capital on Saturday.
Expressing satisfaction over the excess capacity in power generation, the secretary said the situation has brought happiness to businessmen. They can now invest more in setting up new factories.
Bangladesh Energy Regulatory Commission and Bangladesh Power Management Institute jointly organised the workshop on Saturday.
Kawser Amir Ali, general manager of Power Development Board, presented a keynote paper at the programme.
