ACC sues Obaidul Quader, 3 others over Karnaphuli Tunnel graft
According to the case statement, the accused colluded to deliberately bypass the Negotiation Committee’s approved price and included three unnecessary components in the project— a service area, monitoring software, and a tag board— without recommendations from foreign experts.

The Anti-Corruption Commission (ACC) has filed a case against former Road Transport and Bridges minister Obaidul Quader and three others on charges of corruption, abuse of power, and criminal misconduct in the construction of the Karnaphuli Tunnel project.
The other accused are former secretary and executive director of Bangladesh Bridge Authority (now retired) Khandaker Anwarul Islam, former chief engineer (retired) Kabir Ahmed, and former director/joint secretary Alim Uddin Ahmed, said ACC Director General Akhter Hossain today (28 August).
According to the case statement, the accused colluded to deliberately bypass the Negotiation Committee's approved price and included three unnecessary components in the project— a service area, monitoring software, and a tag board— without recommendations from foreign experts.
This resulted in a financial loss of around Tk585.29 crore to the government.
The case also states that they violated provisions of the Public Procurement Act, 2006, by appointing individual consultants at a cost of Tk55.21 lakh, causing further losses to the state.
