Losing a steady job is grim affairs for anybody as the stress of job loss and unemployment can take a toll on you and people who depends on you. However, in some countries, the trouble might not be so severe because of state policy. Unemployment benefits provided to the jobless citizens is a special trait of welfare states. 

According to the Organisation for Economic Co-operation and Development (OECD) 2019 data here are the top countries with the best jobless benefits - 

Luxembourg   
Luxembourg has a net replacement rate of 86% of their average wage and 94% for people making minimum wage. The net replacement rate is the fraction of current or potential income which the social system provides to a person if he or she does not work.

Bulgaria 
The country provides 77% replacement pay for its jobless citizens who used to make average wage and a similar rate for people making minimum wage. 

Portugal 
Portuguese government through its social benefit programme provides 75% replacement pay for average wage earners and 73% for minimum wage earners. 

Switzerland
The net replacement pay rate as unemployment benefit in Switzerland is 74% of the average wage up to 12 months. 

Netherlands 
People out of jobs in the Netherlands get 70% of their previous average wage as unemployment benefit. Those who used to make minimum wage get 67% replacement pay. The Netherlands also provides one of the highest minimum wages in the developed world.

France
The French government provides 68% replacement pay as unemployment benefits to its citizen getting an average salary and 72% to those making minimum wage. 

Germany 
The portion of their average salary jobless German people receives as unemployment benefit is around 59%. However, people making minimum wage get 75% of their previous salary as replacement pay. 

Belgium 
People who are out of jobs that used to earn them the average salary gets 59% as unemployment benefit from the Belgium government. 69% replacement pay is provided to those used to make minimum wage. 

Norway
Norway gives out 63% salary of average wage earners as unemployment benefit. 

All the aforementioned country provides their unemployment benefit including social assistance benefits and housing benefits for up to 12 months. The rate mentioned above is applicable to a single person without any children. The unemployment benefit rate varies depending on their family structure.
