Ministry of Education unveils TVET implementation plan 2025 to 2030
The Technical and Madrasah Education Division (TMED) of the Ministry of Education officially launched the Technical and Vocational Education and Training (TVET) Implementation Plan 2025 to 2030 at the Intercontinental Dhaka. The high-level dissemination event was attended by policymakers, industry leaders, development partners, and education experts from across the country.
The event was presided over by Professor Dr. C.R. Abrar, Hon'ble Education Advisor of the Ministry of Education, as the Chief Guest and chaired by Dr. K. M. Kabirul Islam, Secretary of TMED. Mr. Edwin Koekkoek, Acting Head of Development Cooperation of the European Union Delegation in Bangladesh, attended as Special Guest.
The five-year comprehensive plan for the TVET sector was developed with technical assistance from the EU-funded HCDP-21 program. It represents the first fully costed and comprehensive national roadmap for transforming technical and vocational education in Bangladesh. The plan builds on the TVET Development Action Plan and aligns sector priorities with the Sector Performance Monitoring Framework (SPMF) and international labour market demands.
The plan identifies 87 strategic actions across six result areas covering quality and relevance of training, access and affordability, system capacity, institutional development, financing, and linkages to employment. Through localisation, strong industry-institute partnerships, and alignment with development partner initiatives, the plan aims to produce a skilled and job-ready workforce for both domestic and overseas markets.
In his address, the Hon'ble Education Advisor highlighted Bangladesh's "historic window of opportunity" to meet growing demand for skilled workers from Japan, South Korea, the Middle East, Malaysia, Europe, and the domestic economy. He urged industry associations and development partners to align their interventions with the plan's priorities and stressed the need for political commitment and stakeholder cooperation to ensure sustainability.
The Secretary of TMED emphasised that the Ministry will transform the plan into a national reference document to ensure universal credibility and acceptability. He also announced initiatives already underway, including large-scale teacher training, foreign language programs for TVET students, dual training pilots, curriculum modernisation, and policy work on the Bangladesh National Qualifications Framework (BNQF).
The Director General of DTE noted that until now, TVET in Bangladesh did not have a single guiding document. He called the plan a living strategy to steer actions for the next five years and beyond and expressed hope it would open new opportunities for collaboration with industries and development partners.
The European Union Delegation reaffirmed its support for skills development in Bangladesh, acknowledging the inclusive and consultative process that shaped the plan.
