Consensus Commission's proposal: When and how the July Charter referendum will be held

The National Consensus Commission today (28 October) submitted its recommendations to the interim government, detailing the process for implementing the July National Charter.

What will be the question on the referendum ballot?
According to the commission's proposal, the referendum ballot will include the following question:
"Do you approve of the the July National Charter (Constitutional Reform) Implementation Order, 2025, and the constitutional amendment proposals contained in Schedule-1 thereof?"
Schedule-1 refers to the 48 reform proposals outlined by the commission.
When will the referendum be held?
The commission proposed that the referendum be held either before the upcoming national parliamentary election or on the same day as that election.
How will the referendum be conducted?
The referendum will be held by secret ballot under procedures set by the Election Commission.
The commission recommended enacting necessary legislation to empower the Election Commission to take all required measures for organising and conducting the referendum.
