What Consensus Commission recommends regarding Constitutional Reform Council formation

The National Consensus Commission today (28 October) submitted its recommendations to the interim government, detailing the process of implementing the July National Charter.
In its proposal, the commission outlined a series of recommendations regarding the formation and functions of a Constitutional Reform Council.
How will the Constitutional Reform Council be formed?
According to the commission's recommendations, if a majority of votes cast in a national referendum are in favour of the proposed question, a Constitutional Reform Council will be constituted with representatives elected in the upcoming general election of the National Parliament.
The elected representatives in the forthcoming general election will serve simultaneously as members of parliament (MPs) and as members of the Constitutional Reform Council.
How will the council's sessions, quorum, and voting take place?
The first session of the council will be convened in the same manner as the first sitting of the National Parliament, within 30 working days of the announcement of the election results.
A minimum of 60 members of the council will be required to constitute a quorum for conducting its proceedings.
How will the members take oath?
The recommendations state, "In this case, the elected members of parliament shall take separate oaths, one for the National Parliament and another for the Reform Council, and shall sign the respective oath or declaration accordingly."
The commission further proposed that, "The council shall determine its own procedures for convening and adjourning sessions, introducing constitutional reform proposals, deliberating and adopting such proposals, and managing all other related matters. The National Parliament Secretariat shall provide administrative support to the council."
