'State failed to protect lives': ASK expresses deep concern over Gopalganj violence

Ain o Salish Kendra (ASK) has expressed grave concern over the deadly clashes during a rally of the National Citizen Party (NCP) in Gopalganj yesterday (16 July), which left four people killed.
Condemning the incident, ASK said the state has failed in its fundamental duty to protect citizens' lives.
In a statement issued to the media today (17 July), ASK's Senior Coordinator Abu Ahmed Faizul Kabir voiced the organisation's concerns.
According to the statement, a pre-announced rally by the NCP at Gopalganj Municipal Park was allegedly attacked by a faction of the local Awami League yesterday.
The resulting clashes led to law enforcement agencies opening fire, in which four individuals – Dipto Saha, Ramzan Kazi, Sohel Molla, and Imon – were killed, while several others were injured, some of whom remain hospitalised with gunshot wounds.
The ASK said the right to peaceful assembly and freedom of expression are fundamental rights guaranteed by both the Constitution of Bangladesh and international human rights conventions.
The use of firearms to suppress these rights is unacceptable in any civilised state, the organisation said.
The ASK also questioned inconsistencies in official statements from law enforcement agencies. While the inspector general of police claimed that no lethal weapons were used by police, videos circulating on social media clearly show the sound of gunfire and visuals of firearms.
"If not the police, then who fired the shots? Without a clear answer, public confusion, fear, and distrust in law enforcement agencies will continue to grow," ASK warned.
The human rights group urged all parties involved to remain calm and restrained, specifically calling on law enforcement agencies to ensure that innocent civilians are not harassed or harmed during such volatile situations and to avoid further instances of human rights violations.
The ASK also said the government cannot get itself rid of responsibility in this incident, demanding the immediate formation of an independent, neutral, and comprehensive inquiry committee to investigate the deaths thoroughly.
The investigation must identify who fired the shots and who carried out the attacks, as well as examine any negligence on the part of those responsible for maintaining security, the ASK added.
Additionally, the ASK called for proper medical treatment for the injured and fair compensation and support for the families of the deceased.
