Poor construction work flagged in 30 govt projects by IMED, Saki tells parliament

The Implementation Monitoring and Evaluation Division (IMED) of the planning ministry has identified various problems in infrastructure construction work on 30 government development projects, as part of efforts to prevent waste of public funds and public suffering caused by contractors' negligence and substandard work.

Necessary measures have been taken through the relevant ministries, divisions, and agencies to address the problems, State Minister for Planning Zonayed Abdur Rahim Saki said today (27 August).

He provided the information on behalf of the planning minister in response to a question from Jhalakathi-1 MP Rafiqul Islam Jamal during the question-answer session of the third session of the 13th parliament, chaired by Speaker Hafiz Uddin Ahmed.

Rafiqul asked what steps IMED had taken so far following inspections of infrastructure development work across the country to prevent the waste of public money and suffering caused by substandard work by some contractors.

In response, Saki said a total of 1,163 projects are currently under implementation under the Annual Development Programme (ADP) for the 2026-27 fiscal year. During FY2025-26, IMED inspected 677 ongoing projects and sent recommendation-based reports on 640 of them to the relevant ministries, divisions, and agencies.

In July of the current FY2026-27, IMED inspected 47 projects and sent reports containing recommendations on 27 projects to the relevant authorities.

Meanwhile, the monitoring agency had inspected 1,085 completed projects and sent 1,024 completion evaluation reports to the relevant authorities by July 2026.

Saki said that, in line with the prime minister's instructions, any contractor negligence or substandard work found during IMED inspections of infrastructure projects is documented in its reports, after which necessary action is taken through the relevant ministry or division.
