NBR restructuring set to get final nod tomorrow
Once approved, the process of appointing officials in line with the responsibilities of the two divisions – the Revenue Policy Division and the Revenue Management Division – will begin immediately
The government is set to give final approval to the mandates and staffing structures of two newly formed revenue divisions, following the abolition of the National Board of Revenue, officials said.
According to sources at the Cabinet Division, the approval will be granted at a meeting of the National Implementation Committee on Administrative Reorganisation tomorrow (20 January) at Jamuna, the official residence of Chief Adviser Muhammad Yunus, who will chair the session.
Once approved, the process of appointing officials in line with the responsibilities of the two divisions – the Revenue Policy Division and the Revenue Management Division – will begin immediately.
In May 2025, the government split the NBR with the aim of modernising tax administration, boosting revenue collection, and strengthening transparency and accountability.
The key responsibilities of the Revenue Policy Division include drafting tax laws, setting tax rates, overseeing international tax agreements, formulating policies to prevent tax evasion, and assessing trends in tax avoidance and evasion.
The Revenue Management Division will be tasked with the collection and enforcement of income tax, VAT and customs duties, as well as conducting audits and managing revenue-related operations. Existing NBR manpower will be transferred to this division.
The meeting is also expected to approve the merger of the Health Services Division and the Health Education and Family Welfare Division into a single entity to be named the Ministry of Health and Family Welfare.
In addition, approval will be given to rename the Ministry of Women and Children Affairs with a more gender-sensitive form, changing the Bengali term "Mohila" to "Nari."
The meeting will further approve the establishment of four new police stations: Matarbari Port Police Station in Cox's Bazar, Purbachal South and Purbachal North police stations in Narayanganj, and Raipura Charanchal Police Station in Narsingdi. At present, the country has 639 police stations.
Additionally, Satkhira district will be upgraded to "A" category from "B" on special consideration. In 2020, districts were categorised nationwide, with 26 placed in category A, 26 in category B, six in category C and six designated as special category districts.
