Legal action against vehicles using horns in Secretariat area from Tuesday
According to the notice, from 3 February, the DMP’s traffic division will enforce punitive measures.
The Dhaka Metropolitan Police (DMP) has announced that legal action will be taken against vehicles using horns in and around the Bangladesh Secretariat, with the directive coming into effect from Tuesday (3 February).
The decision was announced in a public notice signed by DMP Commissioner Sheikh Md Sazzat Ali today (1 February).
According to the notice, from 3 February, the DMP's traffic division will enforce punitive measures, including fines, against vehicles violating the Noise Pollution (Control) Rules in the Bangladesh Secretariat area. The restriction will apply to roads surrounding the Secretariat, internal roads, and parking areas.
On the same day, a joint drive will be conducted in coordination with magistrates from the Bangladesh Road Transport Authority (BRTA), Dhaka South City Corporation, the Department of Environment, and the DMP. The drive will include special mobile courts, the imposition of fines or jail terms, and public awareness programmes. The event will be held in the presence of Environment, Forest and Climate Change Adviser Syeda Rizwana Hasan.
The DMP has urged all government and private vehicle drivers to strictly follow the Noise Pollution (Control) Rules, 2025 and refrain from using horns in the Secretariat area.
Under the Noise Pollution (Control) Rules, 2025, areas within a 100-metre radius of offices and courts, hospitals, clinics, educational institutions, and similar establishments are designated as "silent zones". Using horns in such areas is a punishable offence, carrying a maximum fine of Tk10,000 or up to three months' imprisonment.
