ADP implementation rate 37.09% thus far in current fiscal year

All the ministries and divisions of the government have spent Tk79,785.86 crore to implement the Annual Development Programme (ADP) in the first eight months of the current fiscal year, which is 37.09 percent of allocations for the entire fiscal year.

The ADP implementation rate for the July-February period of the current fiscal year (2019-20) is the lowest it has been in the last three years, according to a report compiled by the Implementation Monitoring and Evaluation Division (IMED) of the planning ministry.

Planning Minister MA Mannan revealed the report on Tuesday after a meeting of the Executive Committee of the National Economic Council (Ecnec) in the capital.

According to the IMED report, the ADP implementation rate for July-February in the last fiscal year was 39.13 percent; the rate reduced by 2.04 percentage points in the current fiscal year.

The implementation rate was 38.01 percent in the 2017-2018 fiscal year.

The minister said, actual expenditures of money to implement the ADP have increased by Tk9,014.08 crore in the current fiscal year over the previous fiscal year – despite a reduction of implementation by percentage rate.

He also said, total expenditures to implement the ADP in the first eight months of the last fiscal year was Tk70,771.78 crore – and it was Tk62,371.68 crore in fiscal year 2017-18.

Responding to a question, the minister said coronavirus has had no significant negative impact on the implementation of the ADP.

"The virus has impacted all countries across the world. We are not off the globe, so, we also will be affected. It is not yet clear how much of an impact it will have," he added.

The minister also said, "Businesses have started diversifying from China to other countries. This is positive for Bangladesh."

The government announced a Tk215,113 crore ADP for the current fiscal year – with a breakdown of Tk130,921 crore from government funds, Tk71,800 crore from foreign sources and the remaining Tk12,393 crore from the funds of implementing agencies.

The Planning Commission has taken initiatives to reduce ADP allocations due to its slow pace of implementation.
