Primary education overhaul begins; literacy, numeracy to take centre stage in 2028 curriculum

The government has officially launched the process of developing a new primary education curriculum, with literacy, numeracy and life-oriented learning set to receive the highest priority in the framework scheduled to be introduced in 2028.
The announcement was made by State Minister for Primary and Mass Education Bobby Hajjaj at a consultation meeting titled "Primary Curriculum Development: Guiding Principles for Textbook, Teacher Guide, Remedial Guide, and Video Lesson Design for DPE, NAPE, NCTB, and Curriculum Partners" held at the Directorate of Primary Education in Dhaka's Mirpur today (21 June).
"The journey of curriculum reform for 2028 has officially begun," the state minister said.
He noted that the new curriculum would place special emphasis on students' actual learning abilities, reading proficiency, mathematical competence and practical, life-oriented education.
He added that family values, moral education, civic responsibility, and religious and cultural awareness would also be incorporated as important components of the curriculum.
"Our goal is to build an education system where a student in Class 2 or 3 can read and understand a textbook, express ideas in their own words, and develop a genuine interest in learning," Hajjaj said.
According to the state minister, the new curriculum will define specific learning outcomes for each grade level and establish an "exit profile" outlining the competencies students are expected to achieve by the end of Class 5.
Textbooks, teacher guides, assessment methods and other learning materials will be developed based on these outcomes and competencies, he said.
Hajjaj also said that video lessons, digital content and other educational resources would be created in line with the new curriculum. Pre-primary education will follow a play-based and activity-oriented approach to learning.
In addition, the government plans to install Interactive Flat Panels (IFPs) in all government primary schools within the next year and expand the technology to every classroom within the next three years.
Officials from the Ministry of Primary and Mass Education, the Directorate of Primary Education, the National Academy for Primary Education (NAPE), and development partner organisations attended the meeting.
