From OCs to add’l commissioners, DMP set for major overhaul

In a major shake-up, the Dhaka Metropolitan Police (DMP) is set to transfer almost all of its officers, ranging from officers-in-charge (OCs) of 50 police stations to additional commissioners.

This transfer process, which has already begun with a few officers moved, will continue over the next two days, with the majority being relocated out of Dhaka, according to DMP sources.

Sources said that for transferral, officers from outside Dhaka with neutral, non-partisan records will be given priority.

However, concerns are being raised about how well these new officers will adapt without training in specialised areas such as counter-terrorism and cybercrime investigations. Some officers worry that the effectiveness of these units could be compromised.

The recent shake-up follows the fall of the Sheikh Hasina-led Awami League government on 5 August after a massive student-led movement, including attacks on police and arson at police stations.

Moinul Islam was appointed Inspector General of Police (IGP) on 7 August, and changes are occurring at the top levels of the police force, with some officers facing compulsory retirement or legal action.

DMP Commissioner Md Mainul Hasan announced the transfers during a security meeting for Janmashtami at DMP headquarters on 21 August. The transfer list is expected to be published as a notification within the next two days.

Concerns have arisen among Assistant Commissioners and Deputy Commissioners of the DMP Crime Division, who fear being implicated in murder cases or other incidents.

An Assistant Commissioner, who wished to remain anonymous, stated that they are among the lowest-ranking members of the police force, who have merely followed orders and are being unfairly targeted.

Another official pointed out that the sudden transfer of officers trained for the cyber unit could undermine the effectiveness of the unit, as experienced personnel are crucial for its operation.
