Dog hanged in Barishal: One fined, three released on bond after viral video sparks outrage

A shocking incident in Bakerganj upazila of Barishal has sparked widespread condemnation after a group of locals brutally executed a dog by hanging and beating it, and later circulated the video on social media.
According to the upazila administration, the gruesome act took place in Durgapur village under Ward 9 of Kalashkathi union on Sunday (27 July).
The footage, which went viral, prompted legal action resulting in a fine for one individual and bond releases for three others.
The video shows a group of men tying a rope around a dog's neck, hanging it from a tree branch, and beating it with sticks until it dies, while others record the act on their phones.
According to local sources, the main accused Khokon Hawlader, 42, had been claiming for days that the dog was mentally unstable and needed to be "executed."
On Sunday, with the help of three others Raihan Mallik, 17, Bayezid Hawlader, 17, and Sumon Gazi, 21, Khokon caught the dog, tied it, and carried out the killing. The video was later posted on Facebook by all four individuals.
Local police later detained the four and brought them to the union parishad office.
Speaking to the Business Standard today (29 July), Assistant Commissioner (Land) of Bakerganj Tanmoy Halder said, "Khokon was fined Tk5,000 under a mobile court, while the three youths were released after signing bonds due to their minor status."
Acting Upazila Livestock Officer Dr Md Amirul Islam Sohag said, "As the upazila livestock officer is on leave, I cannot make any decisions. However, I was present with the mobile court."
He added, "Locals testified that the dog appeared to be mentally unstable. Even so, killing any animal in such a brutal manner is legally a criminal offence. We will consult with the livestock officer to determine what action can be taken by the Department of Livestock."
