Saudi Arabia introduces unified Hajj package for 2027 season

Saudi Arabia's Ministry of Hajj and Umrah has announced an all-inclusive Hajj package for the 2027 season aimed at simplifying procedures for pilgrims travelling from abroad.
Under the new system, overseas agencies and pilgrims' affairs offices can submit a single electronic request covering essential services for the journey from arrival to departure, replacing a previous system that required separate agreements with individual service providers, says Arab News.
The unified contract consolidates services covering holy sites, accommodation in Makkah and Madinah, transportation and meals. Agencies can also attach optional services tailored to specific groups of pilgrims.
The contracting process will be conducted through Nusuk Masar, a digital platform launched in June 2024 that connects service companies, pilgrims' affairs offices and staff and enables contracts to be managed electronically.
The ministry said the unified model is intended to simplify administrative procedures, improve transparency and provide greater clarity on contractual obligations between service providers, pilgrims' offices and agencies.
The initiative forms part of Saudi Arabia's early preparations for Hajj 2027 and supports the country's Vision 2030 and Pilgrim Experience Program.
The programme targets increasing Umrah pilgrim capacity to 30 million and raising pilgrim satisfaction levels to 90% by 2030.
International visitors make up the vast majority of Hajj participants. According to General Authority for Statistics figures cited in the source, 1,546,655 of the 1,707,301 pilgrims in the preceding season came from outside Saudi Arabia.
