Fines, deportation for Hajj violations in 2025: All you need to know

The Saudi Ministry of Interior has introduced strict penalties for those who breach Hajj regulations, particularly concerning the requirement for official permits. Individuals involved in helping others violate these rules—such as by arranging visit visas or providing transport or accommodation—could face fines of up to SR100,000.
Enforcement period
These penalties will be enforced from Dhul Qaida 1 (29 April) to Dhul Hijja 14 (10 June), reports media.
Hajj without permit
Anyone caught performing or attempting to perform Hajj without an official permit faces a fine of up to SR20,000. This applies to all types of visit visa holders who try to enter or remain in Mecca or the holy sites during the specified period.
Facilitating illegal entry or stay
Those who facilitate unauthorized Hajj participation by applying for visit visas, arranging transportation, or offering accommodation could be fined up to SR100,000. This includes housing people in hotels, apartments, private homes, shelters, or designated pilgrim accommodations.
Fines will be multiplied based on the number of people assisted.
Deportation and entry ban
Residents or visa overstayers who illegally enter Mecca for Hajj without a permit will be deported and barred from re-entering Saudi Arabia for 10 years.
Vehicle confiscation
Vehicles used to transport unauthorized individuals to Mecca may be confiscated, provided the vehicle belongs to the transporter, facilitator, or any accomplice, pending a court decision.
