Why was Duterte arrested even though the Philippines is not a member of the ICC?

It is surprising that the Philippines is no longer a member of the ICC. Even then, the question arises as to why Duterte was arrested despite the ICC's demands. The question arises as to why the government of current President Ferdinand Marcos Jr. decided to arrest him?
