Russia-Ukraine talks in Istanbul: Russian President Putin not on the list

Russia-Ukraine talks are scheduled to take place in Istanbul, Turkey, on May 15. Putin had previously expressed interest in the meeting. But the list of representatives the Kremlin has released to participate in the talks does not include Russian President Vladimir Putin.
