The Managing Director & Chief Executive Officer of Sonali Bank PLC invites proposals for providing services as Senior Consultant (Islamic Banking) in the position of General Manager, with responsibility and accountability for the Islamic Banking Division, from eligible candidates who meet the following qualifications and experience criteria:
- The candidate must possess a Master's degree in any discipline from a recognised university.
- Third division/class in any academic examination will not be accepted.
- Preference will be given to candidates holding one or more of the following professional qualifications: Certified Islamic Professional Accountant (CIPA) / Certified Shariah Advisor and Auditor (CSAA) / Certified Islamic Finance Professional (CIFP) / Certified Islamic Banker (CIB) / Certified in Islamic Banking and Finance (CIBF) / Professional Certified in Islamic Finance (PCIF).
- The candidate must have at least 15 (fifteen) years of banking experience, including a minimum of 3 (three) years in the position of Deputy General Manager, Senior Executive Vice President (SEVP), or equivalent, of which at least 10 (ten) years must be in Islamic Banking in any commercial bank.
- Preference will be given to individuals with experience in Fiqh-Al-Muamalat, Product Development, Investment, Shariah Audit, Treasury, and MIS.
- Former Directors, Managing Directors & Chief Executive Officers, or officials within the immediate two tiers below the MD & CEO of Sonali Bank PLC may apply for this position only after a period of 5 (five) years following their retirement, resignation, or contract expiry.
Major Job Description/Responsibilities
The primary objective of the project is to conduct a comprehensive study of the current Shariah-based banking business model of Sonali Bank PLC and to:
- Study market trends of Shariah-based banking in Bangladesh, perform a brief SWOT analysis, and delineate a strategic mission for Sonali Bank PLC.
- Conduct a gap analysis to assess the financial needs of the target market and how the Bank's services can address them.
- Formulate a five-year Shariah-based business plan, including detailed income statements, balance sheets, and cash flow forecasts, supported by strategies and assumptions.
- Recommend an organisational structure (subsidiary/wing/division) and manpower requirements for the next five years.
- Recommend a competency matrix and job descriptions for key personnel, outlining recruitment strategies, employee development, and training programmes, particularly for Shariah compliance.
- Conduct a comprehensive review of existing business processes in the Islamic Banking Wing, recommend efficiency improvements, identify processes, and formulate Standard Operating Procedures (SOPs).
- Develop an implementation plan for process improvements with clear timelines and resource allocation, and assist the Bank in implementing a change management strategy.
- Evaluate existing technology and workflow automation systems, and propose optimised workflows and automation opportunities to enhance operational efficiency and service quality.
- Summarise relevant regulations and recommend measures to ensure compliance with regulatory requirements and industry best practices, including a compliance checklist and surveillance process.
- Detail procedures for regular Shariah audits and governance structure oversight.
- Suggest a process for new financial product development, including Shariah vetting procedures.
- Recommend marketing strategies, channels, and budgets to reach target markets, outlining brand positioning, sales processes, and customer acquisition strategies.
- Identify potential risks (market, credit, liquidity, operational, legal, etc.) and propose mitigation strategies.
- Submit a detailed plan for physical branch/outlet locations and digital banking services.
Tenure: 2 (two) years
