POSITION OVERVIEW
The Secretary is the chief administrative and operational executive of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA), Chattogram. This role ensures the smooth functioning of the Secretariat, executes the policies and decisions of the First Vice President and Board, and represents BGMEA's institutional interests with government, international agencies, and stakeholders.
KEY RESPONSIBILITIES
A. Strategic Leadership & Governance
- Serve as the primary executive link between the elected leadership (First Vice Presidents, Board) and the permanent Secretariat.
- Ensure timely implementation of policies, resolutions, and strategic priorities set by the Board.
- Coordinate across BGMEA's Standing Committees (e.g. trade, compliance, labour relations, environment, logistics).
- Arrange and attend the meetings of the Board of Directors, BGMEA and Standing Committees; prepare the minutes of the meetings and follow-up actions.
B. Administration & Operations
- Oversee the daily functioning of the BGMEA Secretariat, including all administrative departments.
- Ensure financial discipline, procurement compliance, and effective utilisation of association resources in alignment with approved budgets.
- Manage recruitment, HR development, and performance evaluation of Secretariat staff.
- Admin and HR-related activities and coordination of overall activities of BGMEA Regional Office, Chattogram.
- Staffing and recruiting personnel for Regional Office, Chattogram.
- Organising different seminars, training workshops, etc. related to the garments sector.
- Supervising and follow-up activities of different projects and coordination with concerned departments to implement aims and objectives of projects.
- Any other activities assigned by the management from time to time.
C. Policy & Advocacy Support
- Support the First Vice President and Board in formulating policy positions for the RMG sector.
- Prepare briefings, reports, and policy documents for internal and external advocacy.
- Coordinate research, data collection, and policy analysis on trade, labour, sustainability, and export competitiveness.
- Prepare write-ups, reports, and speeches for the management as required.
D. Government & External Relations
- Act as primary liaison with- Ministry of Commerce, Export Promotion Bureau (EPB), National Board of Revenue (NBR), Labour and Employment Ministry, Development partners, donor agencies, and foreign missions
- Represent BGMEA in relevant national and international meetings, seminars, and delegations.
- Liaise with the concerned government and non-government organisations at Chattogram relating to the RMG sector.
- Follow up labour crisis/disputes related work and maintain liaison with law enforcement agencies to resolve crises.
- Handle port, customs, bond, and other related issues of RMG industries.
- Follow up on the work of the BGMEA Hospital and BGMEA School, Chattogram project.
E. Compliance & Institutional Continuity

Ensure BGMEA's adherence to Government regulations governing trade associations and international commitments (e.g. WTO, ILO, environmental and labour compliance)
QUALIFICATIONS & EXPERIENCE
Education:
-
Master's degree in business administration, Public Administration, Economics, International Relations, or a related field.
Experience:
- Minimum 10 years in senior management or public administration, with substantial exposure to trade, industry associations, or international organisations.
- Proven leadership experience in policy advocacy, administration, and stakeholder management.
Skills:
- Strong strategic planning and organisational skills.
- Excellent negotiation, communication, and presentation skills in English and Bengali.
- Deep understanding of Bangladesh's RMG sector, export regulations, and global trade dynamics.
